no.  you can try and go hdmi to dvi and then to vga but the dvi at that point will only have a dvi-d signal on it, not the dvi-a signal that vga needs

you'll need to spend some cash (£30 on ebay) for a clever box to do it

Am I correct in assuming that it is specifically DVI-D that will work as this is what can be pulled by simple converter from HDMI

And DVI-A is NOT going to work with the raspi
