Also a fan is not needed for the RPi. That depends on whether or not he's running an overclock and on how much work he's pushing to the GPU. Mine frequently hits 80°C+ with an ambient room temperature of just 20°C in a Pibow case even with a small heatsink when giving the GPU a good caning. Others ...

The 5V pin in the GPIO header is not really a GPIO. That pin and the USB ports are directly connected to the 5V supply via the fuse F3 and cannot be programmed. You can not shut the 5V power off with a script or program unless you add some external hardware such as a relay. Also a fan is not needed...
