No. Not 'run'. That does not function as safe power cycle. I use GPIO3 with overlay. No other pin can be used for that AFAIK. I just measured what it takes to gnd that pin on a Pi4 and it was 1.7ma. FYI the corresponding power cycle pin on Pi takes much more current. Not that there is any need to control Pi from PC. Not that modern PCs have any IO to do that these days anyway. If all that has to be done is to complete the circuit on the motherboard header, could you have a small relay controlled by the pi that does make that circuit? That should also work.
