From a very quick test here is my results on a Pi4 with 32bit kernel (default, pretty much everything stock): With dtoverlay=vc4-fkms-v3d: Kodi runs fine and HDR/10bit videos looks like the colors is now correct. Performance looks the same though, some high bitrate 4K HEVC HDR still skips frames. Bu...

That's a 4K HEVC HDR/10bit video. HDR/10bit support on RPi 4 is not yet complete so it is normal that it won't play fine. Colors will be washed for example. Also notice that is a very high bitrate file, 140 Mbit/s.
Full support for HDR/10bit should only come on Kodi 19, don't know about VLC.

No specific Raspbian changes.

Just update and upgrade the packages has you normally do.*

*Note that this packages are not yet available on Raspberry Pi repos, only on the PiPplware repo, you have to wait a little bit.

You cannot run Kodi on the background on the Raspberry Pi, it will always stay on top of everything.
Either way, Kodi is not designed to run on background.

PS: Raspbian Jessie is ancient.

Kodi on Raspbian on the RPi 4 works fine here as a video player, also connected to another RPi 3 serving as NAS. It plays all my movie/tv series colection at any resolution, even Blueray rips. It should also play any 720p video file even at software decoding. I suspect that you didn't setup Kodi pro...

Your problem is that you are using a very old system, with a not so old kernel/firmware and probably third party repos.

I recommend that you download latest Raspbian, install it and start from there.
