Kodi updated to 18.6
No specific Raspbian changes.

Just update and upgrade the packages has you normally do.*

*Note that this packages are not yet available on Raspberry Pi repos, only on the PiPplware repo, you have to wait a little bit.

I haven't increased GPU memory yet. I also had to make a change so a USB mouse would be smooth instead of choppy. kind of baffling how this was necessary. You cannot run Kodi on the background on the Raspberry Pi, it will always stay on top of everything.
Either way, Kodi is not designed to run on background.

PS: Raspbian Jessie is ancient.

Kodi on Raspbian on the RPi 4 works fine here as a video player, also connected to another RPi 3 serving as NAS. It plays all my movie/tv series colection at any resolution, even Blueray rips. Your problem is that you are using a very old system, with a not so old kernel/firmware and probably third party repos.

I recommend that you download latest Raspbian, install it and start from there.

Updated kernel/firmware using rpi-update tool and the problem still exists. Other HEVC videos (higher resolution) that I use to test Kodi play fine. That's something the Raspberry Pi devs should take a look. If you downgrade kernel/firmware using rpi-update tool to commit 8bb38ef0267ab09d5ff6f2c3b48...

Well it was working fine on both Kodi and VLC, but I didn't update my Pi 4 for more than 1 month. Just updated it, and I can confirm that now VLC crashes and Kodi doesn't play it well, a grey bar appears as you said. It is most likely a kernel/firmware bug again as Kodi version is the same, not sure...

It plays just fine in Kodi on Raspbian on a RPi 4 here. It is a very low resolution file (640x272) so it is normal to be blocky, but it plays just as good as my laptop.

UPDATE: Looks like I've found the workaround. Kodi crashed only when browser is launched. If I close the browser - Kodi starts without crashing.
