Kodi works fine on the RPi 4 with the default settings. You don't need to add anything to config.txt except for increasing the GPU memory, the recommend for the Pi 4 is gpu_mem=320. For me, on a clean install of rpi4 and following all the recommendations kodi was laggy. I had to disable compositor in raspi-config. The compositor has no effect in Kodi because it isn't compiled against X11/Xorg. But make sure the gpu_mem parameter is correctly set according to the recommendation...

On the Raspberry Pies up to 3B+, Kodi works through VNC if you use RealVNC like Dougie explained.
It is on the RPi 4 that it currently doesn't work.

If your python program is using only 25% CPU it is because it is single thread. Make it multithreaded to use all 4 cores and it will be about 4 times faster.
Don't know your program code, but getting a faster microsd or one SSD will give you only a fraction of speed if any at all.

Kodi works just fine on Raspbian/Raspi OS on the Pi 4. What is Raspbian X nighthawk? If it is a third party OS you have to ask its devolopers about it.
