To turn off power saving mode with Edimax WiFi dongle, I do the following :

sudo nano /etc/modprobe.d/8192cu.conf

And add the 2 lines below then save.

# Disable Power Management
options 8192cu rtw_power_mgnt=0 rtw_enusbss=0

I too was plagued by the same problem, but not since doing this.

What is probably happening is that the WiFi dongle has a power saving mode and is going to sleep until traffic is sent.

You should be able to disable to power saving mode. The method depends on which dongle you are using.

I'm using a Pi 3 and the built in WiFi. Does it have power saving on by default?

It's most likely that your WiFi dongle is going into power saving mode.

What chipset is it running? Can you run a lsusb (that's ell ess you ess bee) command and post the results.
