Yes. Break the 5V wire (usually red but check anyway) in the USB cable and wire it to a INA219 breakout board.

It is not exactly clear what you are asking, but usually to isolate USB power without affecting data usage you would only cut the red wire. The black wire (ground) is needed for a reference voltage for the two systems.
