Overclocking does not increase game FPS at all

I have overclocked the RAM, Core, and CPU on a Pi 3 and I do not see any increase in FPS at all when running snes9x. The FPS is ultra low when at 600 mhz or 1200 mhz. It does feel like the overclock took affect and cpuinfo_cur_freq shows 1200. Could a software bottleneck be bad enough to cause this?
