Also seems to have a minor error with i=0 (lowercase) and while (I<4000): (uppercase I )

As it says on their guide, “ Take in mind that before starting your web with Ionic, Node.js has to be installed”
Also, they seem to be using an Arduino, not a pi.

What Scruss said and some people use a cheap voltage divider (2 resistors) to reduce the Arduino TX from 5V down to 3.3V
I am assuming you have an Arduino that runs at 5V, not one of the newer 3V3 Arduinos.

Also check if the security cam serial port is running at 5V or not. The pi uses 3.3V on the GPIO serial uart.
(His github uses a “FTDI-Adapter with 3.3V” and he uses the USB port on the pi with picocom )

How is the Arduino sending data (serial.println) and how is the pi receiving it?

An easy way to do it is to install python for windows onto your pc, then use one of the many python examples around to subscribe to topics published by the pi i.e. get data.

Have a look at gpiozero see https://gpiozero.readthedocs.io/en/v1.6.2/recipes.html
You can use an analog to digital converter for your sliders and volume knob (which are just variable potentiometers)
Sorry that is not Java, but gets it working.

What is the intended application for the servo, as we have “I need the code to turn the motor 180° and then stop” and also “ what servo do I need to replace it with that rotates 360”
