I don't have much experience without X of GUIs, but I can vouch for Pyqt5, which is a breeze to use. Kivy also seems promising although I've never used that.

I would start with kivy, since it's more made for this thing, though.

Flash works in Chromium like it would in a desktop. And I'm pretty sure Chromium can open up swf files, so it should work.

But it would be much easier to just write everything with html5

Don't run Chromium with root. It's not designed to be able to do that.
