Setting swappiness does not have any effect in Buster. It is seriously broken - but nobody cares! I have changed swappiness from the default 60 to 10 and so far it seems to work. Though I don't know for sure or how I would go about testing it anyways. I have set swappiness to 1 first and later to 0...

Quite a lot.
My recommendation: Install synaptic. Search for "vlc" (in names only).

No idea about the kodi plugin.

I do want to keep swap space, but want to avoid swapping as long as possible. In the past (Stretch and older) setting swappiness to "1" did exactly that: avoid swapping except when it is really needed.

You may be simply running out of memory and the RPi starts caching which is slow on a SD card and may look like freezing.

Much simpler:

Remove fierfox-esr (to avoid any conflicts)

Download the firefox package(s) from the Debian ARMV7 repository (or an Ubuntu repository).

Install the with dpkg.

If installation throws errors because it needs newer version of other packages, it won't work.
