You can't really do parallel processing (on RPi anyway). Presumably you need to process the image before you do whatever depends on the result so that means you might as well do it within a while loop (as my example). You might not need threads for the timing calculation, they come in useful where something needs to go on in parallel that might take a long time such as reading or writing to a file or uploading or sending information to a remote serve, but they do complicate things. As @jamesh says threads are generally a bit tricky, but this usage especially with the python limitation I linked to above, is quite precarious and didn't work as expected until 'sufficient' sleep was added outside the lock. What do you expect to happen (what happens on windows) and what doesn't happen on the pi? I've just run the following code on this linux laptop and it seems to do what I would expect it to. As the sleeping is inside the locking there's virtually no chance the other thread will get hold of the lock....

I am unsure what you are asking. If you run raspistill properly, one at a time, the ISP should not lock up. if you run it before a previous run has completed (the python code some are using appears to be able to do this), then the ISP will lock up. If you run raspistill, let it complete, then run it again, you should have no problems at all. It appears that the python library does something that means it starts the next run of raspistill before the previous has finished, which locks up the ISP. hi now raspistill command also not run i know IS...

Can you confirm if the camera is locking up when using the raspistill application. If NOT, then its a problem in the Python code library you are using, OR you are trying to do two captures too close together , they are overlapping, and that can lock the GPU/ISP. It's a bug that's on my list to fix....

The camera can only be used by one process at a time, and if/when a second process tries to use the camera, it locks up and equires a reboot to fix. I haven't tried picamera yet, but since it allows "manual" control of the camera, I think it's probably very easy to accidentally lock up the camera b...

You need a good solid 700mA at least for raspi + camera. Perhaps slightly more if doing H264 encode. BUT, the quality of the uUSB cable can be the difference between working and not working.
