I do see in the doc: "In PS mode, you can turn on or turn off the USB autosuspend functionality by adding the following parameter" Could it be that if NOT in PS mode that autosuspend is off - no matter what the setting? Wonderful! yep that did it. For the record, here is the start to finish events that work for me: boot TV and RPi simultaneously. Rpi Boots, TV stays off.
