900MHz are reserved in Italy too, used by telco for UMTS. Anyway, I don't need to certify and sell products, it would be for personal use... and in rural area (never covered by 3G)... so I don't think it will hurt anybody...

I've been using the DNT900, a 900MHz radio module from RFM, to network a remote raspberry pi webcam. It has potential range of several tens of kilometres line-of-sight and pretty low power (under 200 mW when idle). The radio module costs around $70. You can use PPP to provide network over the radio...
