I think BCM2835 can access GPIO at about 40MHz and the 3's at 60MHz. Pi4's are faster again? If you use a 16bit wide bus then 80MB/s would be more realistic? I have not tried Chromium on a 3A+, I did noticed a 1GB swap file helps. It needs lots of memory, 2Gb and 4GB Pi's are fine. PiCore Linux runs fine on BCM2835 Pi's. I have used the alloy/glass cases from $10 500W halogen floodlights.
The plastic box section of the supermarket has some cases with very clear plastic for <$10
These can be watertight and quick to open.

Learn how to use the Arduino or any other 3v3 micro that can be an i2c slave.
Set up the Arduino as i2c slave.
I2cdetect on the Pi can be used to see if that works.

Not much memory to do anything, Chromium is a hog.
I found a 1GB swap file helped on 3B+.
But a 2 or 4GB Pi4 is better :D

I had Python software loop memory issues year ago.
Never bothered to find out why, I used free to watch memory disappear.
Found other ways that worked instead.
Now I tend to use watch or cron for datalog triggering.
