I got 2 way video/audio chat going between RPi Win10 IoT and a Win10 PC (would also work RPi to RPi). Install Visual Studio community and download the Windows Platform Samples - choose the SimpleCommunication project which uses the media extensions, compile for remote machine ARM to deploy to the RP...

I have a similar issue - sometimes the keyboard works but not all keys and very occasionally the mouse cursor pops up but disappears when the mouse is moved. Thanks tried to add max_usb_current=1 however the main console screen (which displays the IP address) wouldn't run, I just got the screen with the color bars - but the Pi was still on the network and when I deployed a GUI app the mouse was not still not working. Thank you for the link to a new hard float version, it's good news as .NET on ARM devices should be a popular option. I had a look at the github and for a Linux newbie like me the dependencies & compilation looks daunting - would it be possible for someone to compile the binaries and zip/upload them...
