VCNL4000 sensor problem

I have a Adafruit VNCL4000 proximity sensor connected to a RPi GPIO Paddle Board Breakout Kit. I am using the Adafruit test programs to test it. The spec says that its range is up to 200mm but I found that it detects nothing further than about 10mm away. Any suggestions?

Question to drewibbo - I am having a problem getting the PIR to work. What resistor did you use to get it to work?

I checked all the solder connections to confirm there were no short circuits. I then powered the buzzer directly with a 5v charger and the buzzer worked successfully.
