vsync issues are unlikely to be fixed on fkms (the api's involved just don't provide enough precision).
Development is focused on the kms driver, so if this is important to you then it's best to test that.

Do you expect any improvement in access point stability (hostapd + 8192cu) between Stretch and Buster when using 8192cu on both versions? I can't comment. So is buster with 8192cu working as you want?
i.e. blacklist:
rtl8xxxu
rtl8192cu

If not, we can't do anything about the quality of these drivers - it's not code we've written or understand.
You can try reporting the issue with the upstream driver to the kernel maintainers.

Historically we've used a downstream (patched in unofficial) driver for RTL8192CU. I think now there are two official upstream drivers that support this chipset. omxplayer does have some magic for this. Have you tried with

But it's not guaranteed to work with all files.

libarmmem*.so is just an accelerated set of memset/memcpy style functions. Should do. Make sure you don't have any additional alsa config files.
I think the desktop control creates them when switching output device.
