I'm running ipfire but don't knnow if the issues with performance means a hardware upgrade.

I've got 150n wifi dongle acting as a wireless ap but browing the net is slow. I'm also using ipfires transparent proxy and not sure if it's the dongle that needs replacing or the pi!

There is indeed, just Google webmin, it should be what you want.

Also for file management have a look at extxplorer, it uses php and ajax and is easy to setup but not sure what it would be like on an RPI.
