Raspberry Pi automatically create Wireless Access Point when

I am wondering if anyone knows if there is any application/script that can create a wireless access point on a unused channel when there is no know SSID on site.

I have looked around but didn't find anything.

This is a bit outdated now, but I found my Pi 2 to run Zoneminder perfectly, at least with one camera.

Ok, put the internal IP of the Pi to point to apple.com... but sadly it's still not working been looking around and there loads if link all saying the same that they did it basically by stopping the library/test/success.html and letting apple ping back... according to this network dump success.html ...
