You need to be running Stretch, Jessie is end-of-support since 17th August 2017 (nearly a year ago).

Easiest way to get Stretch is with a fresh SDCard and a fresh download.

The python package you've installed isn't the one that matches the documentation you're using.

sudo apt purge python-zbar

cd /tmp
wget https://github.com/ZBar/ZBar/archive/master.zip
unzip master.zip
cd ZBar-master/python
sudo python2 setup.py install

raspivid doesn't work with a USB camera. It's video only for the picamera V1 (5MP) or V2 (8MP).

MQTT doesn't need external tunneling as it natively supports TLS on port 8883 if you have the certificates for that set up.

Have you enabled ssh?

Create a /boot/ssh file (sudo touch /boot/ssh or sudo touch /boot/ssh.txt) then reboot. Or use sudo systemctl enable ssh; sudo systemctl start ssh.

Try making an MQTT android app.

That allows you to publish a message from your phone to an MQTT broker running on your Raspberry. An MQTT subscriber program could use that to control your relay and lamp.

Also if you're not at Xerox in Connecticut you should not be hijacking one of their 13.0.0.0/11 addresses.

Use a non-routable addres from: 10.xxx.xxx.xxx/8 or 172.[16-31].xxx.xxx/16 or 192.168.xxx.xxx/24

You've got a storage leak in that code. Every time you call mqtt_setup() you lose about 100K. You only need to call mosquitto_lib_init() once. Post a photo of your set-up, your diagram shows the DWM board is back to front. There's a square pin#1 marker on the header for that board which needs to match with the square pin#1 marker on your Raspberry.
