Unplug your ublox, plug it back in. Then run a dmesg command. You should see a device appear (on my system it's /dev/ttyACM0).

If you can still use sudo then run sudo visudo. That sanity checks your sudoers file before saving it.

Install gparted on your Raspberry. Use that to reformat it with a MBR partition table and one single FAT/exFAT/vFAT partition.

Is it wired to your router or are you assuming it's going to connect to your WiFi without any credentials?

If it's wired and booted you should be able to find it with Fing, NMAP or advanced IP scanner (or any other LAN scanner).

GPIO28 and 29 are not externalised on any 40-pin Raspberry Pi. They're only available on a CM/CM3/CM3L and on the RPi1B with the P5 header https://elinux.org/RPi_Low-level_peripherals#P5_header.

Try starting with a fresh SDCard with a fresh copy of Raspbian and do nothing special other than
sudo apt update; sudo apt install apache2 phpmyadmin;

Have you tried running sudo /usr/sbin/mysqld --skip-grant-tables & to give you a chance to flush privileges and set a new known root password?

If you have an active 7" touch screen you can't have an active HDMI display. It's one or the other with the standard display drivers.

A heatsink on a Zero is a waste of effort because it's next to impossible to get it running hot. A heatsink on a 3B+ may not be needed as the termal conduction of the CPU package and circuit board are an order of magnitude better than earlier models.
