Not too sure what you mean by the F 'numbers' but if you are referring to the function keys you must press the function key and the FN key (bottom row 2nd key from left) together, at least that works for me.

Try adding dtoverlay=vc4-fkms-v3d to /boot/firmware/usercfg.txt followed by a reboot.
After I applied this to my system both screens became active.

My experience shows that, unlike other Pi models, if the SD card is not inserted and correctly seated there is no light on.
It's worth a check.
