So, the Pi 4 has a "VideoCore VI" which appears to be reasonably unique. Wikipedia tells me there are no other Broadcom chips with a VC6. It does look like openelec doesn't want modification; it doesn't have apt-get or dpkg. So, I have decided to give another OS a try, at the moment I am trying raspbmc.

I'm using openelec which boots straight to xbmc, but I'm able to ssh in so all I really need is a text browser like lynx.
