sudo rpi-update a08ece3d48c3c40bf1b501772af9933249c11c5b
and it worked again, it was running 4.14.98-v7+, so more recent that the failing version in that report.

I couldn't get hostapd running after rpi-update to 4.19.25-v7+. Good question @bmikeb I have just tried mmal-motion with this in the config: mmalcam_control_params --exposure night -ISO 1600 -roi 0.5,0.5,0.25,0.25 and it does indeed limit the region of interest. I have never seen that error before. Could it be that /run/shm is full? I run a script that moves anything I want to keep out of there onto the sdcard. Or you can change your config to save directly to sdcard. See the item
