Do you actually have Raspbian installed already or just NOOBs? I believe you have to install Raspbian first from NOOBs connected to a keyboard and monitor. I don't think you can install it from ssh. One detail I noticed ... With NOOBS 1.3 the recovery partition was accessible from Windows (but its size reduced to c. 1.2GB as expected). I will test 1.3.1 this evening. I only had little time for testing last evening. So far so good, i.e. with NOOBS 1.3.1 Raspbian booted up.
