Realistically even an airgapped 2B without an on-board wifi/bluetooth chip might be able to leak data if compromised.

Please make the boot partition in your script greater than 256Mb.

gparted finds it impossible to resize fat32 partitions 256Mb and smaller.

This might be an issue for people moving forward...

So my setup is probably an outlier... but I've been able to boot this morning's firmware & kernel (both 5.4.40-v8+ & 5.4.42-v8+ ) via tftp. However, I've only been successful at booting this morning's 5.4.40-v8+ kernel via USB mass storage. (Even there, booting success is stochastic.) Booting 5.4.42...

The simplest way would probably be to load u-boot, (assuming that u-boot has support for the partition type you have your kernel on), and then using a u-boot boot script to load your kernel from your other partition. That sounds reasonable. There appears to be earlier support for deactivating the USB power output chip, which may be independent of the hub? For what it is worth, the ubuntu mainline 4.18.1 arm64 kernel from http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.18.1/ appears to boot an ubuntu arm64 bionic system on the Pi 3b+. The needed firmware just got uploaded, as per the following commit, but that appears to be insufficient to get hciconfig to show Bluetooth 4.2 is enabled.

That's supposed to be the default kernel address for 32 bit kernels.

I'm able to boot a 64 bit kernel saved as kernel8.img and this in the config.txt:

kernel=kernel8.img
