Solutions are either to get a better shielded cable for the USB 3.0 device (in your case, the SSD), or place the keyboard/mouse dongle on a shielded USB 2.0 extension cable (even a short one should help), or just move the USB 3.0 SSD further away from the Pi4. One thought - I have an external USB3 hub into which all my tuners are plugged, and that's plugged into one of the USB3 sockets on the Pi4. (The other USB3 socket has a USB3 HDD connected). I'm not sure what OS you're using but in Mint, and more than likely other Linux distros, pdfshuffler can split/re-arrange/add pages, it can also concatenate files. I don't have a Pi desktop handy but you could try holding 'Left Alt' and click on any part of the window with the 'Left Mouse' to move it around. It works in Xfce but, as I said, I don't have a Pi desktop handy.

If you open PCManFM, find the file/folder you need to create a shortcut for, highlight it.
From the PCManFM menu select 'edit', then click 'create link' then browse to where you want to put the link (eg Desktop).
That should be all you need.
