Once the OS is installed you can't use a simple copy command. I would suggest to attach a USB SD cardreader to the RPi and use the included SD card copier utility in [Menu] --> [Accessories]. You can have as many SD cards as you like.... No problem as ALL OS files and data are stored in the SD card ...

Verify that your ISP is not using CGNAT. (Put you behind a local router at the ISP). Check the Internet IP shown in you routers status page. You should not be adding circuits to the GPIO with the power on.
Shorting 3V3 to ground will instantly destroy a RPi 3B+. If you do not have 3V3 on pin 1 then that is what happened.

A RPi with an appropriate 3V3 TTL to RS232 or a USB to RS232 adater can communicate with most RS232 devices.
You will need the command set specification or documentation to show what commands to send to/from the receiver.
Never seen a receiver with a serial port?
