most TV USB sockets will not give enough power to power a raspberry pi, [pizero excluded]
use a proper USB power supply - like the raspberry pi one to power your RPi , from a 2nd wall socket

as a pure camera then a Pi0 will work fine with a camera, the 2G / 4G version will be fine for other stuff as well then

I'd use notepad++ on the PC - which is editing a file via winscp [putty +]
have a window open with putty for issuing the build commands ....

also in rc.local you are already running as root so no need to do that
you code should not need sudo so don't use it unless you need to
a systemd.service file is the way to do this properly that way you can enable to restart the program if it crashes for what ever reason during the day

it all depends ... if the python script is being used under the GUI then uou need to use the LXDE autostart stuff cron is useful for several things but and can make it work OK on reboot systemd .service files are the preferred way as you can specify easily the user and paths but in all cases always ...

constantly writing to eh SDcard will make it go bad.
also if you have power warnings then that ca also cause sdcard issues
fix your power issues with a new PSU - then check the sdcard
