5.5V is out of spec , 5.25V is max, YMMV but the polyfuse will blow,
what is wrong with supplying a correct voltage level?

disable the systemd service don't badger around with custom scripts ...

swappiness is very low so it wont use it unless it really needs to ,
no swap just means the system will OOM sooner

you need an adaptor for HDMI to display port
you can use a hdmi to DVI as they are the same electronically [without the audio]

*/5 * * * * /home/pi/smartdacha/localsnap.bash
it will run as root as
sudo contrab -e edit the roots crontab

sudo crontab -e
and use the roots crontab if it really has to be run as root
or
make the file /var/www/html/images/localsnap.jpg owned by pi

you dont really want to use sudo in a crontab IMO

yes, ssd's no problem 2.5" drives probably ok , 3.5" drives you'll probably need a powered hub

have you got any paths or files mentioned in the script /home/pi/test.sh - if so make then the full path to everything
post your script
also see the log files for cron to see why it is failing
or post the errors to a log file in cron

like

quick formats do hardly any writing
unless you do a full sector wipe they tend to be not much writing , but it's still not worth doing
