the arm can handle 16GB ? but the VPU which controls everything can handle 1GB
so you cannot get a RPi with more than 1GB

what are you recording to ?
a very slow sdcard ? or ram, or spinning rust hd or fast sdcard , or usb stick

this is one reason why it's best to do this on the dhcp server ;-p

yes the RPI can be run without the Lan5194
however you will not be able to do much with it ....

you don't really want to; but if you
sudo crontab -e
57 15 * * * /sbin/reboot

this will reboot your machine at 57 mins pas 15 every day
