Turbo Mode and CPU Governor

If you run a config file with the following:

arm_freq=1000
core_freq=500
sdram_freq=500
over_voltage=6
and have the cpu governor on performance, isn't this effectively the same as force_turbo? Won't your CPU sit constantly at 1000MHz?
