I finally gave up on Festival. After much searching on the net, I found mention of flite (Festival Lite). I installed it and it has the US female HTS voice included. So, problem solved. Seems the problem was a weird bug in the version of Teraterm I was using. I installed the latest version from Sourceforge and it work now. I've used various versions of Teraterm for many years and this is the first time I had seen this problem.
