Quick question. It appears you are using static IP's? What happens if you use dynamic IP's? Also, a vanilla Buster image would be best for testing - no config changes etc. Any further news or should I just throw away this defective Pi 4? I do not feel it is up to the usual Pi standard in manufactur...

Yes, this really is as stated. Nothing fancy, just a way of putting that MyPassport drive on the network. Users could then mount that drive on their tablet, PC or laptop when needed. Thank-you everyone for your help in trying to resolve this but I think I have to admit defeat here and toss the Pi 4 in the bin. I've already wasted 2 weeks trying to set it up, it was just to replace a 3B+ so I will just persevere with that instead.

I have just tried commenting out the eth0 interface in dhcpcd.conf and just leaving the wifi section active in the hope that eth0 will be correctly set by my router. I have been enabling and disabling settings in /etc/dhcpcd.conf to see if they make any difference and I have noticed that the first reboot after I make a change the Pi4 boots correctly. The next reboot (without changing anything in dhcpcd.conf) it fails.

Another thought if you watch the LEDs on the LAN port on the pi what do they do during a reboot. My pi4, with raspbian lite , upon reboot left LED flashes a couple of times then both LEDs go out, both coming back on a second later with the left LED flashing once the boot process gets further along....

Then I suggest you look at the router logs to see it there is anything in there that might provide a clue as to the problem , failing that have the router web page open on the connected devices while you are doing the reboot , refreshing the web page as fast as possible to see it the router actuall...
