I figured out what was wrong. I'm adding this just in case others have the same issue it was file permissions the whole time.

chmod 0777 /path/to/image ssh uses port 22 forward that. no point in using ftp when you could be using winscp. look in your log files(/var/log/) for more info about the 500 I did have port 22 forwarded.
