If I read correct, the internal IP address given by your router for your PI is 192.168.10.115
you should make this a static IP address in the router, otherwise the next time the router is restarted
you might get a different IP address, and the VPN will not work.

this mergers the certs and keys into one server file and one client file.

You should make the Raspberry Pi IP address static. Otherwise you will have the problem again.
The Router sees the Raspberry Pi has a MAC address, tie the IP address to that MAC address,
so it won't change.

My experience was its either firewall setting , ie. IPTABLES that you must set
or a really silly thing, running openvpn client from PC, and forgetting to run as administrator
because then it wont set up tun/tap on the PC

used IPv4, no idea about IPv6

China resets SSH connections, and sometimes throttles the speed after you use it a while.

stunnel is just an envelope to hide your other secure connection, don't consider stunnel a secure connection in itself
