It's not Raspberry specific, but maybe the systemd boot parameters listed on http://fedoraproject.org/wiki/How_to_debug_Systemd_problems might help? I haven't tried it on a Raspberry, but normally systemd.unit=rescue.target gives a very simple environment. systemd.unit=multi-user.target starts more ...

About running headless: I get the impression that the default root password is changed. I edited /etc/shadow on the card, changing the hash for root. After that, I could log in via SSH again.
