It could also be that watchdog, or rather its dependency "argh" isn't compatible with python 3. You could try installing it via python2:

This is a bit of a wild guess, but based on your error message, try adding the following to the top of your wpa_supplicant.conf (outside the network block):

You can run "pacman -Qdt" (man pacman) to query the database of installed packages for items that were installed as a dependency for some package but aren't needed anymore. You can also run "pacman -Qet" to list all explicitly installed packages and see if there is anything you wish to remove.

Have a look in /etc/cron.d/, I only see a single file there, "0hourly". See if copying that one to 0daily and modifying it to run once a day makes it work. It would be a very odd way of administration cron though.
