I have not read all of this but a few things are definitely wrong; 1) 1080p MPEG TS streams are always H264 encoded, and not with MPEG2. So you never need the MPEG 2 license for them. You are mixing up container formats and codecs. 2) There's no problem with seeking in TS streams. I do a lot of HTD...

cant we just mount the raspbian image, copy boot to fat32 partition, then format a btrfs parition then copy / ?
the dd image is basicly a disk image, so you can mount it

would be wise to include apt-get and debian config tools in the berrywebserver
then we have a minimal raspberry distro for web servers/database/havingfun :)
