Yep. It seems that all the lines of the default afp.conf were commented out -- and hence, no shares were being created by default. After a few edits, I've gotten that working. Thanks for you tip.

Keeping files in sync across multiple, LAN attached Pi’s

I’ve just deployed my first two temperature sensor Pi’s on the LAN. Several more to come. (Zero WH, Buster lite, headless, ssh, afp via netatalk). As I’m learning more, I’m finding the need to experiment with file edits on one device and when I find a solution, replicate those edits on all the Pi’s....

Maybe you can post a copy of your /etc/netatalk/afp.conf file. There might be a clue in there.
