Just tried it again with Raspberry Pi OS 2021-05-27 (and also ran rpi-eeprom-update -a to make sure it's using the firmware that comes with the release).

Issue still persists, it took about an hour of reboot loop until it got stuck again.

It's also possible to tell dd to use large blocksizes (for higher speed) and at the same time retain byte-granularity for the "count=" parameter. Something like this should backup exactly the size of your partition, but still use 1Mbyte blocks: dd iflag=count_bytes bs=1M count=31914983424

Don't know about official data sheet values, but I have several Pi4s running outside (in a real production environment). On hot summer days, when it's 33 degrees celsius and also on cold winter days when it's around -10C outside, they run just fine.

Finally found out why the /usr/share/mime dir/files were not populated:

if you have another Linux machine (or anything else that can read ext4 filesystems), just mount the Raspbian USB stick there and either copy over /var/www or edit the ssh config and change back the port.

It's telling you that a file changed while tar was reading it. Make sure no other programs are changing the files before trying to tar them. Thing is just, thagrol isn't me and I never wrote that one should put ampersands in rc.local. I wrote, similar to what Thagrol wrote, that one needs to make sure that rc.local exits. Also, this is completely offtopoic and you are behaving like a moron.

Do you have ethernet connected?

Whenever I had this (with all kinds of hardware), it was something related to Ethernet, not sure exactly what (electric potential difference on the ground connection between difference devices connected to the network through different power sockets?).

Just tried a vanilla Raspberry Pi OS image 2021-05-07 and 2021-03-04. Same thing there. Chromium is slow starting with Release 2021-03-04.
