Yes, but the power bank will have to be a good one that can supply a steady 5V at 2-2.5A. Also, most power banks can't be charged at the same time as powering something, so it will power the Pi until the battery runs out of charge and if you don't shut down the Pi before then you will get problems....

You are sending the float as a string so the recieving end needs to be told when one number ends and the next begins.
