how to compile ffmpeg with hardware acceleration support

hello
i am trying to do some live video streaming(h264) transcoding on RPI 4b , could not figure out how to enable ffmpeg hardware accelerated encoding/decoding , is there a tutorial for that ?
which to choose among h264_mmal  & h264_v4l2m2m ?

system status monitoring

is there an official application/command to constantly watch the running status of RPI 4 , temperature/cpu load/memory usage /... , i want to watch these critical parameters constantly , and trigger an alert in case one of these parameter reaches a certain threshold .

RPI4 h264 hardware decoding/encoding API

i need to hardware decode/encode couple of video streams on my RPI4 before sending them to a remote server , where should i get started ?
is there any API references/examples i can look into ?

any advice would really be appreciated

@InnovateAsterisk how is your project going ? i am looking for a RPI 4 Tablet/pad as well , in my case , OS does not really matter. i just need a pad/tablet with all interfaces that RPI 4 offers , ethernet port/usb3/two hdmi out/ ... otherwise a regular android pad/tablet will do my job . my project...

a raspberry pi 4 tablet is what i really looking for my little project , a 10" touch screen , a case with fan , unified power supply, like Raspad https://www.raspad.com/ , compact and production-ready , but with RPI 4 inside , and all connections available . did not find one so far .
