How long did you wait? It's a package with a lot of small files, which dpkg doesn't handle well. I think if you leave it for long enough, it will finish. If you don't need to build out-of-tree/DKMS modules, it's safe to uninstall the package. Maybe 20/30 minutes I waited. Is this normal? How do I u...

Swap the SDCards back and boot normally. I got it working by changing chroot from "chroot ." to "chroot /mnt/" and booting the Pi again. Never use a Linux native port on Windows for something like formatting a disk. What is wrong with using the provided mkfs.ext4 command? Just TRIPLE check you are applying it to the correct partition. I've recently had a bad experience formatting a newly acquired drive to EXT4 on Windows.

Therefore I am curious to what the best, most reliable and safest way of formatting a drive on Raspberry Pi to EXT4?

It’s possible the disk is not ready by the time the fstab is read. Try a reboot with the line in and then run sudo mount -a and see if that works. This will show any errors as it tries to mount the drive. By the way - no need to hide the UUID - we cannot get to the device and it can make it harder ...
