A pole might be stiffened with a bracing member, for example. Thanks a lot guys.
the camera is on top of a rod. so small vibration in wind is unavoidable. I think lens is too sensitive. I hope a better lens can solve this issue, or at least makes the issue better.

I'd say that was a rolling shutter artifact caused by vibration of the camera. What is the camera pointing at? That sounds either like a rolling shutter effect , or mains flicker when the exposure time isn't a multiple of half the mains period (flicker avoidance option in raspivid).
