It would be possible to add some /etc/apt/preferences.d/block-java11-on-armv6 rule, e.g. via firstrun systemd unit or similar to pin Java 11 package priorities to -1 and block them by this, if armv6 model was found.

We face the same issue: https://github.com/MichaIng/DietPi/issues/3182 So basically pulling Java 11 on ARMv6 RPi models fails and then breaks any other APT install/upgrade since APT re-attempts to finish this package configuration. Temporary workaround is adding "cacerts_updates=no" to "/etc/default...
