Pretty sure you can also remove the partition by going into Management -> Disk Management under Windows

The first time I started my Raspi I also had trouble getting it to start. It would display the color gradient, then some bootup text and just restart in a loop. Then I switched the USB cable to the one of an amazon Kindle and it's been working since. Have you already tried switching the power cable ...
