Also having same issue. 19.10 installed and ran fine, but had some apps that wouldn't run so I wanted to downgrade to 18.04.03. Any help or assistance would be greatly appreciated.

Just an update. I was able to update my '4' just fine. I did, however, have a problem with Docker. It wouldn't run at all, so I had to revert back to 32 bit.
