The MAX232 is a 5v device. The pi can't handle 5v signals.

There is a similar part called the MAX3232 (others exist) which work at a 3.3v logic level

I am using MAX232 Board with RPI for serial communication (UART to RS232).
In some of RPI, TX and RX stops working and not able to send the commands. I do not know the reason.
